Specifies a text file (CSV, TSV, ...) as JobData.

The column names used in the text file must match the DataField names in the FormLayout

ErrOk (0) in case of success, non-zero if an error occurred

`pInstance`HTFORM	The TFORMer instance provided by a previous call to TFormer_Init
`pszFileName`LPCSTR / LPCWSTR	Text/CSV/TSV filename
`cSeparator`CHAR / WCHAR	DataField separator (e.g. `,` or `;`)
`cTextQualifier`CHAR / WCHAR	Text qualifier (e.g. `"\'"` or `"`). Pass zero if no qualifier is used.
